Minutes of FIAC Meeting

February 26, 2000

Chicago, Illinois

Attendees:

Mike Murray, Candi Murray - OBRA

Beth Wrenn-Estes, Lisa fischer-Wade - ACA

Carl Wilkins, Nestor Evancivich - ABR

Les Earnest - NCNCA

AGENDA

Reciprocity

The system will go ahead in 2000 as in 1999.  Possible in the future that there would be a common "format" to follow for what the card information is.  In the future would include a FIAC logo as well as the association.

Candi Murray will collect all of the different cards and come up with a proposal for a common license.

Rulebook

The group agrees that there should be a common set of rules.  Decision was to make a rules committee.  The committee members are: Mike Murray, Carl Wilkins, Les Earnest and Al MacDonald.  Most of the discussion will be done via the Internet.

This group will bring recommendations back for creation and modification of racing rules the rules themselves, records and criteria for recognizing them.

Incorporation

Bylaws?

What does it mean to be a member?  Who can join?

Have one member from each association with one vote.

Identifiable logo

Group decided that the Rules Committee will bring back some draft Bylaws to look at.

We are going to incorporate in Colorado.  The name of the organization will be The Federation of Independent Association for Cycling (FIAC).  Each of the four associations will put in $200 to start the corporate account. The officers for record purposes will be Mike Murray, President, Beth Wrenn-Estes, Vice-President and Les Earnest, Treasurer.

Beth will get the corporation papers to file.  The address will be Beth's for the time being.

Logo

Will ask for people to submit logos via the web.  ACA will put the logos or pointers to where the logos are appearing.  Want to have submissions by May 1st.  Select logo by June 1.  Person will get $100 certificate to be used in the association of your choice.

Regional and National Championships

It may be a program in the future.  Each association may do but not under the umbrella of FIAC.  Nationals are something that might be done in the next five years under a FIAC umbrella. NCNCA, ABR, OBRA may be interested in doing the Nationals if a quality product could be done.  ACA cannot commit since Nationals may not fit into their mission statement.  The goal would be 2002 for the first championship.

Upgrading and Downgrading

Les Earnest suggested having a computer do the results tabulation for all events and have a central upgrading and downgrading system. The idea would be to set up a separate entity to run the ranking system. How do you create a market value to have promoters participate?  The ranking system would be tied to categorization so that there would be one set of categories for a given type of race. Les thinks it would be better to have a numeric ranking system and then each association would have its own categorization criteria and categories.

Les Earnest is willing to work on creating an independent entity to do this and come back with a proposal on how to implement this.

A future goal of FIAC could be to come up with a standardization of categories. NCNCA is doing separate Category 5 races and the other three associations are not running Category 5.

Group decided to send a letter from FIAC to the USCF asking for our association races to be recognized.  Mike Murray will generate the letter and send it registered mail to the Federation.

State Championships

Idea was to look into having one medal - would help with the cost for everyone.  Associations have bought medals for the next couple of seasons so this could be a discussion point for the future.

Mailing Lists

ABR will not let anyone have their membership list.  Anyone who wants to reach the

ABR membership can buy an ad. NCNCA is still working on policy. Table this until next meeting.

Next Meeting

Meet December 2nd in Denver.  ACA will host.

Respectfully Submitted:
