FIAC BOARD OF DIRECTORS MEETING

Officer and Association Reports

President  - only thing to report was his efforts to get NPS going and to deal with the insurance issues.

 

Secretary – nothing to report except for the minor communication problems with Haywood and the need to decide whether we want an ad in Velonews soon and what is the content to be?.

 

Treasurer – FIAC is in good shape financially.   Les will send out the report after the meeting. Left it at his hotel.

 

American Bicycle Racing

ABR is stable financially at the moment.  Bob took over after Nestor’s death.  Bob approached the board of ABR to see if they wanted to continue ABR.  The board said they wanted the association to continue. Bob started working with ABR promoters to see if they wanted to continue.  ABR website is working, linking to FIAC.  ABR still has their newsletter each month.  They have 226 new members who have never raced before. They have 550 members renewed for this racing season.  Not having any problems with insurance.

 

USAC met with Sue Hefle during the Wisconsin Cycling Association annual dinner.  Told Gerard that ABR wasn’t interested in coming back to USAC.  Sue told him that it was too soon to be thinking about becoming USAC regional associations.  Board of Directors was firmly against going back to USAC. 

 

Bob thinks that it would be a good idea to contact WORS and see if they would be interested in joining FIAC.

 

American Cycling Association

ACA has 1600 members at the present time, way up from last year.  ACA has 87 clubs in 5 states. Permitting event in 5 states.  Began racing 4 weeks earlier this year than last.  Have a full schedule of events for this racing season. Still offering all of our programs, have started a mechanic’s licensing program and have 26 at this time with another clinic end of May in New Mexico.

 

Sue met with Gerard and ACA decided that there really wasn’t much to talk about at that time.  ACA asked USAC to do something about accepting our races for upgrading and to allow a higher categorization for one-day members.

 

ACA continues to have problems communicating with Ed Moore and Brett Moore where permits and other questions about insurance are concerned.  Beth has asked Mike Murray to find out why the communication has gotten so bad compared to last year.

 

California Bicycle Racing

Ended last year with 189.  Now have 225.  Initiated the newsletter this year and the new design on the license.  Have a training clinic going with Neil Brown from Wenzel Cycling.  Are issuing permits through Haywood. Ed Moore is kicking events to CBR to issue.  Have 4 officials in CBR.  Have a physical presence at races.  Chris and Vera are trying to provide the best customer service level that they can.  Seeing more participation at events and seeing more sponsorship opportunities.  There was a push to get clubs to join CBR this year.  Have 15 clubs registered now.  Promotes a Tuesday night series as well as the State Championships.  CBR is growing.

 

Oregon Bicycle Racing Association

Ended the year with 2000 members. Have a good membership total for this time of the year.  Have gotten their 501c status.  OBRA is doing just fine.  Cascade the only USCF race in state.

 

National Points Series

Went over the policy for results.  Les will revise the process and post (non-published) to the web site for discussion and approval.

 

$1500 budget for Medals and Jerseys

Top ten for medals in 5 categories

Winner in each of the 5 categories gets a jersey

 

Mike and Candi will get the medals and jerseys and send to Les to mail out.

National Team Time Trial – 2003

Jerseys were awarded for first place in each category. Awards plaques

FIAC will make a donation to the jerseys and have a FIAC logo put on them.

Do a press release to announce this.

 

2004 Events

FIAC is not going to actively pursue Nationals at this point.

 

RULES

Handlebar Rules

Les will try redrafting the rule again

 

Include entry form requirements, numbers etc.  No, since each Association has their own rules that can be referred to.

 

The Rules Committee

Need to find a more effective way to communicate. 

 

INSURANCE

FIAC needs to write a rebuttal to the insurance quotes in the latest VeloNews article.

 

NEXT MEETING DATE

Plan to have a meeting in the Spring, 2004.  Leave open the meeting date for fall. Maybe do the meeting via email.

 

NEW BUSINESS

Proposed resolution:

GOVERNANCE POLICY.  When a resolution is distributed to directors via email with "FIAC BOARD VOTE" in the subject line, if directors representing all member associations subsequently vote "Yes" via email that is sent to all directors, the resolution is adopted and may be publicly disclosed immediately unless the resolution states that publication is to be withheld.

 

ADOPTED

 

Bylaw amendment:

Under Bylaw D (Board of Directors) Section 1 currently says:

"Section 1. Each Member Association shall have one seat on the Board of Directors and may select or replace that person in whatever manner and according to whatever schedule it chooses. However, any Director must be at least at least 18 years of age."

Propose to append:

"Each Member Association may select one or more Alternate Directors and specify the conditions under which these persons may temporarily replace their Director in voting on Board of Director issues.  Such conditions must be disclosed in advance to the Board of Directors."
